From what I can find the vote was 182-120. I know some schools may not have voted, but applying those totals to the percentages in his quote:
182 of 302 voted for the split (60%)
53.6% of 182 is about 98 schools, which is 32% of the membership.
So the 47.3% of the student athlete population he mentions attends that particular 32% of the total membership.
Unless he was misquoted I don't see how that can be interpreted as a "school with 150 students same vote as a school with 2000" issue.
