So here's some things that DF does in 14 that I wonder would help something like that work in Destiny:
-Certain content requires minimum item level, so you can't even register if you don't have it.
-If you quit out of a duty (rage quit or you're just trolling), you banned from DF for 30 minutes. At least that's for the first offense, not sure if it stacks if you keep doing it.
-If you have a party member who's just not carrying their weight or just screwing around, someone can initiate a "kick player" vote that everyone has to vote yes on, and that player is gone. Then it's a matter of waiting for DF to find a replacement.
Failed runs are just going to happen. Sometimes you get a good group, sometimes it blows. And often times you end up with a player that you would like to keep running with, so you add them to your friends list and now you have another steady player. I find it hard to believe that in a world of complex MMO's that have this feature, Destiny is too complex for that system to be viable.
