Can you imagine the border security that would quickly develop for neighboring non black bigot states?
Hell we had a president who agreed with this basic idea, but no one wanted to live in Monrovia.
I wonder how quickly those 5 states would degrade to third world country status? Detroit? Chicago? I think we have a model of "development" to look at.

What about Haiti?
It's reasonably close.
Not "too much square footage" to manage while getting Nationally organized.
Target ethnic diversity already where it needs to be.
"Common History" already culturally embedded.
Economically speaking - It's a blank slate...but not COMPLETELY devoid of infrastructure. Black Nation should be able to hit the ground running in that regard.
Big time potential for tourism with all that coastline. Should be able to get by on the $ that will bring in while working out the kinks developing industry, acquiring trade partners regionally/globally, etc...

fence off about 500 sq mi of arid federal land in the west/midwest. high heat no humidity like the motherland. let em have it, literally
