Not sure if this has been discussed or if any of this has been made available. Isnt a BP vest required uniform now? were not all of the officers wearing vests? Were the fatalities mainly neck/head wounds?

Not required to wear them, but they are usually in close proximity. Some do, some don't.

vest wouldnt haf mattered if the perp was shooting a 223 anyway. Useless.

Kevlar won't stop rifle rounds. You need steel or ceramic plate armor to protect from rifles and that type of armor is too heavy/ bulky for cops to wear all the time.
