They don't hand it out, Obama allowed them to purchase crap we don't need from 2 wars. Does a local office "need" it...no, but it's probably cheaper than them buying another tahoe.

5% on a helicopter or armored vehicle will buy a lot of GoPro's. They might even be able to spring for some selfie sticks too.
