I think it was 157 CP. I was gonna max level up the magikarp before evolving but it takes 3000/3 and you get +1 cp so wasn't wasting resources to see how high I could get the CP before evolving.
And just to add on my experience on CP level of magikarp. I didn't start getting 150+ CP until level 22 or so. I usually only play go next to water (mandeville lakefront) so I've seen a ton of magikarp.
