I consider myself in decent shape but I know for a fact I couldn't do 1.5 miles in 13 min. I would imagine this would be the factor weeding out a number of the applicants.

A medium paced mile is 7:30. If you're remotely in shape then you could def do 1.5miles in under 13mins

I think the Navy standard for 1.5 miles is still 12:30 or better. If you can't meet that, you aren't in decent shape.

Do you define decent shape as in not morbidly obese? That's over a 8 minute mile pace, which anyone who runs semi-regularly should be able to run.
