I've seen it happen. Lease signed says you can't withhold rent for maintenance concerns. Actually had it happen last month (though not ac related and issue not even turned into the office until the residents were mad they had to buy out to leave). I've seen many people shoot themselves in the foot over it. Much better to pay the rent but go to a higher person and keep pushing for rent concessions.

If a private owner, you are probably right, but big companies most certainly will evict.
