Had a similar issue, not quite as bad though.

Our AC could maintain the temperature at 78 all day while not home, but in the late afternoon it would take hours to cool the apartment 2 degrees and it would not get cooler than 76. Of course the maintenance man came on 2 occasions and simply added freon. I called the office and told the girl that it wasn't working and she proceeded to tell me "well when I leave for the day I just set my thermostat to like 77 instead of turning it off so it cools quicker when I get home." Uhhh, yeah, no fricking shite, that's not what this issue is. And then she suggested leaving ceiling fans on during the day. I was getting pissed because I thought they were being deliberately obstinate but I think she was just retarded and couldn't understand that the issue was insulation related. Long story short, I finally convinced them it was insulation related and the problem was resolved. But living in south LA in the summer in a domicile that doesn't cool off is fricking torturous and miserable. It took us about a month to get the issue resolved.
