Is that the same money that JBE pledged to use only for coastal restoration just a few weeks ago?

I'm just starting the 529 plan for my first kid. She is only 3 months so I'll have plenty of money by the time the she is 18. 
I fully expect a 4 year degree to cost at least 80k for in state students in 18 years. And she will pay the difference if the 529 plan falls short.
