My initial thoughts are Monroe is not that bad. You can do anything for a year or so. But 3 years is a long time. In honesty though, when I had to stay in Monroe a few times for work I always had a good time.
Another option might be to look at how long does it takes to get in state residence in tx? If you can move there and work for a year or so and get in state residence it might be worth the $60k you'd be saving in tuition to go there outta state (and assuming loans would be funding it then the interest would drive the costs well above $60k).
