Giving away free money to able bodied people for generations hasn't helped, a good days work will instill values in those people and reverse that trend over time. But hey, that doesn't get votes so frick that. Add the lack of leadership that caused the "not my problem" attitude by the police department, and you have the perfect storm for what it has become, a shithole.
