That's because most people only know about keeping dogs couped up in a city or neighborhood. Not really owning real animals. Lot more risk involved in the latter.

I know a little about keeping "real" animals and it doesn't have to be riskier if you don't want it to be. I think if one can accept an increased risk by not fencing in their dogs then there's no problem and nothing to complain about in the event that it gets hit.

I don't recall seeing any breed or breed mixes mentioned. If the OP tends to get roaming/hunting breed this will increase the risk. A working/guardian breed may be less like to venture out into the road. Maybe this is what the neighbor has?

One instance I was weedeating out by the road and the dog came out since I was up there. Dog was sniffing around on the other side of the road and a truck came flying by and the dog panicked and ran out in front trying to cross over

Second time I actually kept this dog in a pen since he was young and fairly new to me. On this particular morning I had him out and he walked with me to put trash out. I walked back to the house and poured a cup of coffee and walked outside to call him up before I left for work. Something I had done dozens of times before. When he wasn't on the porch and didn't come right away I figured he was out at the barn and Id just put him up when I went home for lunch. When I pulled out my driveway he was dead in the road the last place I saw him. Guess he lingered out there a minute or two and someone hit him while it took me 2 minutes to pour coffee.

3rd dog I don't know what happened. Had the dog for years and never knew him to go anywhere except back and forth to my parents house. Came home from work one day and he was dead in the road.

as far as breeds, one beagle, one border collie, and one lab mix.

My dogs don't really roam. I have game cameras up all around my house and never get them on them. I can walk outside any time day or night and the dog is either sleeping in my barn or somewhere around the house. Its not like I just go buy a dog and set it free hoping it comes around every now and then. I house train them all ( wife likes to give them baths and let them lay around inside when its cold or hot, or when im not home.)
