The whole reason for the permit system was to make sure folks weren't bad guys and had the class. Louisiana already exempts them from the class. It costs money to process these permits. It doesn't pay for itself. It's not rocket science.

If you don't think you need to be permitted, then that's a whole different argument. Until then, you can pay half price.

Most people would be happy with a 50% discount.
