Cox's website probably isn't "rigged", it's just that there are fewer "hops" in the test. In other words, your test packets likely aren't leaving Cox's network, so the results will always be equal or faster. Speedtest.net will give you more "real-world" results since the packets are leaving Cox and bouncing around more of the internet.
