He wasn't trying to make the pitcher commit a balk, he was really asking for time, IMO.

He was facing being struck out and distracted the pitcher and it worked.

You may be right but it's the umpire's judgment call. I think the umpire made the right call but others can differ as it is a matter of judgment (like whether a batter made an attempt to strike the ball - one of the most misunderstood rules by fans in the book - has nothing to do with whether the batter's wrists broke or the bat crosses the plate, etc. )
