I know the rule; hence my reply. I think the interpretation and intent is any action other than actually calling time. Otherwise, the batter could never talk.

What do you mean, he could never talk? There's no penalty for the batter.

"Any other action as if calling time" is interpreted as including verbal, hence the reason the MSU runner was sent back to 2nd base.
