I couldn't really answer that because I don't spend much time in that area and any reason I'm there wouldn't bring me by the typical places I'd see them.

In both Houston and NOLA, there are always a few sitting out under any trees along the parking lot edges of most every Lowe's or Home Depot. There are also known places in Houston where people looking for day labor consistently go that aren't in front of home improvement stores. Perhaps someone who's more familiar with your area can chime in.
