He has ALWAYS been able to make plays with his feet, dating back to HS. IDK if he was scared last year or was instructed not to take take off by the coaching staff. Either way, this is a weapon he needs to use more this season.

As far as scrambling in the pocket I think the concern last season was that his mechanics were already shaky with straight drop back. If his accuracy improves, his greatest asset would be designed roll outs with a run option.
With read options the QB is more likely to take a square on hit and I'm not sure Harris had the build to take very many hard hits. I don't know how much physical development Harris has had in the offseason, but it would certainly be worth exploring this season.
