Other than just because, why should Bond be black? 87.2% of the British population is white with only 3% of the population described as black. Compare that to 13.2% in the United States.
It may fit with the times in the United States, but there are very few African minorities in the UK.

I have no problem with a black Bond if they acknowledge that the name is an alias just like the agent call sign. It acknowledges previous white 007s and this one just happens to be black.
