It doesn't mater. There is a train from Newark to NYC that you can take. Costs $10 or so. A Cab from LGA to the midtown will cost around $45.

JFK and Newark are both really easy to get into Penn Station. Get on the train at the airport and ride for 30-45 minutes - arrive at Penn Station.

I don't mind taking a cab from LaGuardia, but it's more expensive and depending on time of day - may not save you much time.

If you have a bunch of people/luggage take a cab from whichever airport is cheapest. If it's you and a carryon, fly Newark or JFK and take the train.
