No the show explains that time pushes back throughout the show. You are to assume that whenever something really bad happens...that is time pushing back.
Think about it...when Jake resets at the end and doesn't go back, Sadie obviously lives through her ex husband harassing her.
Bill wasn't in the book btw. Jake is totally alone and the only people to eventually know the truth are Deke and Sadie.

Wrong.
Bill is in the book, and helps Jake take care of Frank, but that's it. He is a minor character, but he is indeed in the book.
