The node that you get the fish from has to be connected to the node of the city/camp you're trading it in. When two nodes connect, it will indicate it with a yellow line. If you want to get full price from a spot two nodes away from the city, you have to own the node the fish came from AND the node that connects to the city.

Indeed, it can be kinda frustrating for progress, so I wouldn't focus on building a big empire until later on.
