Let me try again.

1) You have to be charged with a crime in the jurisdiction the crime was committed.

2) When you are arrested you have to be booked into the parish that you were arrested in.

3) If the crimes you committed were in a different parish then you have to be booked into the parish you were arrested in as a fugitive before you can be transferred to the jurisdiction the charges are in.

You cannot be arrested in one parish and taken to another parish to be booked in. You have to be booked in as a fugitive first and then transferred.

It is just a legal procedure.
