Water from N. LA runs into the Red and Ouachita Rivers into the Atchafalaya and then into the Gulf. It doesn't affect NOLA and BR. They will have enough problems with their own rain. There might be some problems with the Sabne river in SW LA and SE TX, but that's pretty rural.
