Tax breaks to encourage buisness and LA jobs is money you never had, and never would without attracting buisness to the state.
Free lobsters, crawfish, ribeyes, etc to those who have never contributed to the economy and likely never will, is more what you mean by shoveling cash.

What about all the money the state dishes out to the movie industry? It brings very little return on investment and is money that the state pays. And if you really think all those tax breaks are for business to come to LA you are drowning in the koolaid.
