I work for the fed gov, and they're doing the same thing.
Technically, the position isn't "filled" because the person left due to retirement or finding another job. Instead of hiring someone new in that position, it is absorbed into another position. Sucks because most of them are higher grade jobs, reducing the number of opportunities for advancement.

This is what I keep trying to get acros, its semantics but the concept is the same. Private companies do it all the time to save money down the road and boost profits, somehow it's a bad idea when fed or state govt does it. It sucks, I've lived it, but it's business and my family has survived.
