Man I've lived it and posted my experience in this thread. My opinion is based on experience and not media, political speaches, or "hype".

I work for the fed gov, and they're doing the same thing.
Technically, the position isn't "filled" because the person left due to retirement or finding another job. Instead of hiring someone new in that position, it is absorbed into another position. Sucks because most of them are higher grade jobs, reducing the number of opportunities for advancement.
