I graduated a couple of years before TOPS, but I got an actual scholarship to mess up anyway. My daughter is a freshman but TOPS barely knocked a dent in her school's tuition. Good thing she got a pretty decent scholarship. Tops never helped me except for the ~8% of my daughter's tuition that was paid this year.
That being said, I think TOPS is a great program and stopping it is political suicide. He's fresh in office and there's plenty of time to fix the mess he was left with, but this is as bad a start as I could imagine for him.
