Yes, there is. The ball is bobbled, he regains control going to the grown, it hits the ground and then moves in his grip.

The rule is that if the ball hits the ground and moves in any way, it is an incomplete pass. It was pretty straight forward.

Only people thinking there is some huge controversy will ignore it, but hey, let's not enforce the rules because the team you support was affected negatively by applying them.
