Illegal.
The cultivation of hemp for any purpose outside of dedicated research is illegal in the United States.
If it was legal, over a decade or so, it would seriously start to rival and hurt many industries. Especially lumber, plastic, and fiber.
Hemp fibers are stronger and more durable than cotton or polyester for clothing. Similarly for ropes and canvas.
Same goes for hemp board over lumber in most cases.
And oils produced by the hemp plant can be made into plastic and a whole plethora of things currently dominated by petroleum jelly.
You are correct, the best plant for this type of manufacturing cannot get you high. But it it illegal.
In fact, it's the entire reason marijuana was made illegal. The textile and limber and oil companies got Congress to pass a bill making marijuana illegal by running a smear campaign about a drug epidemic. When the government outlawed marijuana, many of them had no idea at all they were also outlawing hemp.
