Couple things could have happened. Being a CI alot of times depends on the judge and prosecutor being on board. In this situation they were probably ON HER arse about the child endangerment aspect.
They could have had her 'deal' contingent on drug screens and parenting classes in addition to 'working' for police. Plenty variables here but I'm betting she failed to uphold her end of the 'deal'.
