? I dont care how much clock you use. You still have to score more than other team. Why does rate of scoring matter?


People that want this rule are same that sat get rid of off sides in soccer

The foul prevents a team from using as much clock as they would like. Sometimes using the full shot clock and not scoring is better than making 2 free throws with no time coming off the clock.
