TOPS is tiered.

I had tops when i went to LSU, and it only paid for about half of my tuition. Still had to fork out $1000 per semester.

Wasn't eligible for pell grants since I assume my parents made too much money. We are middle class.

Base TOPS only covers the Tuition not any of the "fees" such as the academic excellence fee or flagship fee. There's also the cost of dorms and a meal plan.

Tops is "tiered" but not by much. When I had it the top award was tuition +$800 a semester which still didn't cover the fees.

I say raise the standard since there are plenty of need based scholarships out there.
