You are correct. And you know where they are? They're in Mexico. That's the whole point here isn't it? The cartel power is concentrated in Mexico to insure the Mexican govt is never a threat but more importantly to make sure the other cartel threats are mitigated. The greatest concentration of cartel resources and firepower is located in Mexico because they fight each other.
If you or any of the other nitwits in this thread can show me the 'cartel army' roaming around Los Angeles in armored vehicles, wielding dream weapons, then let's see it.
