Zoom is fairly inexpensive by itself. I got this for my 70D and like it. $299

Getting faster shutter speeds at the same time is where you're going to bleed cash. Expect to spend at least double or triple that on a new lense with less zoom but 2.8 fixed aperature.

Yep, 55-250 is the best you're going to get in that price range.
Your realistic next step up would be the Canon 70-300mm f/4-5.6 IS for $650
or the
Tamron 70-300mm f/4-5.6 VC for $450.
They're debatable in image quality, many prefer the build and sharpness of the Tamron vs. the focus speed of the Canon. Can see comparison here.
