I had a friend who mentioned this to me once, although I don't really have my head wrapped around the why of it. The part touching the road isn't accelerating. I remember that much. I'm going to guess that acceleration is at its maximum at the top.
Now that I think of Haydel's question, I might get it if it just has to do with perspective.

With relation to someone standing on the side of the road, the top is moving the fastest. The back side is accelerating, the front side is decelerating, the bottom is stationary.
In relation to the center of the axle, all points on the outside are moving the fastest.

Yep the spare tire in the trunk is going 55 as well, so the top of the tire is going rotational speed plus 55. The front and back are going 55 forward but heading to and coming from being at 0.
