Well he did say it was an 875W PSU. It probably isn't very good quality, but it does supply 825w on 12v. And the new card probably consumes the same amount of power as the old one, if not less. Total system power consumption likely doesn't exceed 350-ish watts anyway.
CAD, another thought I had when googling info about the power supply: It appears to be one of those wacky multi-rail PSUs with like five 12v rails, 18 amps each. If there are additional PCIe power cables in the machine, I'd try those (and various combinations), to confirm it's not a simple case of overloading a rail.
