If an fbs player transfers they will always have to sit a year if the player transfers to another fbs school. Only way he can play right away is if he goes to a fcs school( or division 2+3). A&M can block him from going to schools of their choosing such as an sec team.

Most guys who want a shot to get back to the FBS for a year or two go the JUCO route rather than FCS. Allen would only have one year left if he did, but that would prevent A&M blocking him from going to another SEC school.

Another exclusion is if they're a graduate student. If they've graduated from school A, they can transfer to school B to start a graduate program and NOT have to sit out. Case in point, Masoli (sp?), Univ of Oregon QB who transferred to Ole Miss (while Nutt was coach I believe) and immediately played.
