The safety aspect is always priority one (I am an instructor as well), but I still feel that the marksmanship is important. Otherwise why even bother requiring it?

Also, I've found that new shooters transitioning from never shooting a gun to shooting a .22 don't even blink. The thing I want them to get past is the dread or apprehension of a controlled explosion in their hand. The .22 just doesn't provide that.
