Wife and I have ATT cell phones and will be travelling to Costa Rica next week.
What steps do I need to take to avoid a ridiculous bill for voice/text/data usage while out of the country?

Add the AT&T Passport package. It's a one time 30 day add on and you pick the start date. There are 3 levels to choose from. I just got back from Costa Rica 2 weeks ago and I had the middle one, silver I think. Just done forget to dial +1 then area code or you'll call Iran like I did.

Just keep your phone on airplane mode and use free wifi where you can.
Use talkatone app (with wifi) to make free phone calls

this. so much easier and it will keep you from being tied to your phone all the time so you can actually enjoy your vacation.
