Well duh. It all goes back to public schools. For nearly as long as millenials have been alive, their schools have had "zero tolerance" policies towards bullying and hate speech. They have been conditioned to find this acceptable just as gen-x was conditioned to find corporal punishment unacceptable. Schools form the norms that frame the perception of how those students see the world once they leave.
