I do believe that he has his hands in the offense and dictates pace of play as well of some other major strategic factors. He tells Cam his agenda and Cam rolls with it.
ETA: we tried to run a lot of spread type formations Saturday.

Even Cam had to ask permission to run the flea flicker against Florida.
