This is a very common refrain
There are a few things to remember, with this case.
1) You don't need a Super Bowl to be in the HOF. You don't even have to reach ones. The HOF isn't just limited to the All Time Best of the Best.
2) Rivers played an AFC Title Game on a ACL that he tore against the Colts, and had surgically repaired on the monday after the Colts game. They lost the AFC CG to the undefeated Patriots, and missed the best chance they had at the Super Bowl- but that's also why Rivers is immensely popular with his peers, and will likely have strong Veteran's committee support for his eventual candidacy.
