Yeah that'd be a cluster.

I had a teacher I used to work with that bought one of those clear closet shoe holders and labeled it with desk numbers. If you sat at that number desk and had a cell phone you put it in it's respective pocket until the end of class or when they had free time. It worked remarkably well, even in a inner-city middle school.

A similar idea I've seen posted when there are extra outlets available is to provide chargers for the kids to use, then they're more willing to surrender their phones.

My daughter's school supposedly has an "off from morning bell 'til afternoon bell" policy or else it's confiscated, but some of the teachers have told them they could use certain apps for their schoolwork in class. Kind of contradictory IMO, but I guess the rule has been stated if they ever need to enforce it.
