They are probably referring to the oil refineries cause many ppl call them plants....and yes they are pretty much on every block in south LA.

"Plant"= manufacturing facility, oil refinery. Yes they are quite common in SLA. The Mississippi River is lined with them from around Baton Rouge southward. They manufacture chemicals, paper, plastic, etc.
