Found him, and many other random encounters in front of Med-Tek Research. Time of day doesnt matter. I just fast traveled from sanctuary to Med-Tek. Standing in the street looking at the front of med-tek, random encounter will spawn to your left down the road and walk past Med-Tek. If it is not Smiling Larry, Fast travel to sanctuary and back again. Each time will be a different random encounter Got some cool items off of legendary enemies this way, including chameleon armor :D Unfortunately, Larry has still not arrived at my settlement, even though I met all the requirements to hire him, and got his dialogue for it. My settlement Person count went up as if he was there, but he is nowhere to be seen. I think it's working, but there's definitely a time restriction. Fast traveling to sanctuary and back four times got me two random encounters: The first and the last. I don't even know if they're random encounters though, since the first was some super mutants and the second was a radscorpion.
