Because in normal towns it is written by an officer and is tied to your plate in the state's database. Example, in Houston there is no way you could do that because when you walk in and say "Someone stole my plate, I need a new one." then they'll look you up in the system, see old plates have tickets tied to them, and then make you pay that fine before issuing new plate.
