It's because their tower is in Jackson, LA, not off of Government...but you already knew this didn't you 
And do you think they don't know this already? It's not like they can just drive to the tower and turn a knob to increase the power.

Yeah. It makes sense that the station's weakest reception is in the town it's billed for.....
