Jobs has a lot of critics for his attitude but he would delay a product as long as he felt if it didn't work the way he intended.
My iPhone 6 is buggy as heck since updating to 9 and subsequent updates since. Nothing major like the safari bug thank goodness just slow, stuttering, apps close and open when trying to close them.
Eta: podcasts app still super buggy after the latest update. Almost unusable at times.
